Health Disparities at the Intersection of Race, Ethnicity, & Disabilities

This session explores health disparities and explores how disparities impact families, providers, and society. Ms. Kornblau addresses challenges such as the double burden, the multiplier effect, and the amplifying phenomenon, and shares what we can do to minimize the negative effects of these challenges on families. Case studies allow us to unpack and practice effective advocacy at interpersonal, institutional, and policy levels.

Learning Objectives:

• Discuss societal trends, concepts, and challenges related to health disparities faced by people with disabilities.
• Explain how disability-based health disparities at the intersection of race and ethnicity affect families, support personnel, and community-based providers.
• Identify and share tools, methods, and approaches with families and others for effective advocacy to decrease disability-based health disparities
• Share insights on how to negotiate with institutions and other professionals to decrease disability-based health disparities and increase effectiveness in their professional roles.

PRESENTER

Barbara L. Kornblau, JD, OTR/L, FAOTA, is an attorney, an occupational therapist, a certified case manager, a radical e-patient, and a person with a disability. She is a Professor of Occupational Therapy at Florida A&M University, where she teaches by distance.  Currently, she collaborates with the National Fibromyalgia and Chronic Pain Association under a PCORI grant to organize a grassroots, pain patient, research community. She also collaborates with the American Association on Health and Disabilities, under a Komen Foundation grant, to promote accessibility of mammography screenings for women with disabilities.

Ms. Kornblau is a former Robert Wood Johnson Health Policy Fellow for Senators Harkin and Rockefeller. After her fellowship, she organized stakeholders in a successful effort to include people with disabilities in the Affordable Care and its implementing regulations. She founded the Coalition for Disability Health Equity to further this work. She collaborates with national civil rights , health and health equity, and disability advocacy coalitions.  Kornblau is a Past President of the American Occupational Therapy Association. As an attorney, she has litigated cases under the Americans with Disabilities Act involving discrimination in employment, state and local government services, and health care services. Ms. Kornblau has presented nationally and internationally, and is widely published.
